Jonathan McClory

Jonathan McClory is a Managing Partner at Sanctuary Counsel, a Westminster based strategic advisory firm. He is a globally recognised expert on soft power, public diplomacy, and foreign affairs. Jonathan has advised governments, businesses, and non-profits across five continents on matters of policy, reputation, diplomacy, and strategic communications. Before joining Sanctuary Counsel, Jonathan was General Manager for Asia at Portland, where he built up the company’s first office in Asia and oversaw work across the Indo-Pacific from Singapore. Jonathan began his career in the think tank world. While at the Institute for Government, he created the world’s first composite index for measuring the soft power of countries. He is also the creator of The Soft Power 30 index and most recently the author of Charm Offensive: Resetting the UK’s soft power approach for a more dangerous and competitive world, which was published by the think tank Labour Together in 2025. Jonathan is also a Research Associate at Hertford College, Oxford.
